The Management and Advisory Group International conducted an analysis over the past year and the first of their recommendations will go into effect July 1, 2014.
The new organization structure will move the following departments under the direction of Mr. Carter: Finance & Budget, Hispanic Liaison, Library, Social Services, Parks & Leisure Services and the Golf Course.
Mr. Carter has been Petersburg’s Finance Director since 2011 and has made several award winning improvements in accountability and budget development. His office has received the Government Finance Officer’s Association Award for Excellence in Financial Reporting.
Mr. Carter previously served in a financial capacity with the City of Richmond for over 15 years. He holds a Bachelor of Science in Business Administration from Virginia Union University where he played basketball on their NCAA Division II national championship winning team.
Currently, all departments fall under the direction of the City Manager, William E. Johnson, III. Following reorganization, the Department of Tourism & Cultural Affairs, Fire, Police, Public Works & Utilities, Mass Transit, Information & Technology, Economic Development, Planning & Community Development and Human Resources will continue to report to the City Manager.
City Manager Mr. William E. Johnson, III said, “This is the first phase of several changes in the organizational structure that will be implemented over the next year. This will allow for more accountability and efficiency within our organization".
