It is with deep sadness that we report the passing of Ms. Phyllis Neal, a dedicated and much beloved team member of the City of Petersburg Department of Billing and Collections. Ms. Neal entered into a peaceful eternal rest on Sunday, March 12, 2023. We send our heartfelt condolences to her co-workers, friends and family. We will remain forever grateful to Ms. Neal for her outstanding service to our City.
