Planning Role of the Department

The Department of Economic Development, Planning and Community Development endeavors to preserve and enhance the quality of life of all residents of the city by encouraging and promoting the orderly use of land for redevelopment and growth through intermediate and long range comprehensive and strategic planning, by implementing the city’s Zoning Ordinance, Subdivision Ordinance, and other land use regulations and policies, and by fostering neighborhood revitalization and stability.

In fulfilling this mission, the department encourages full citizen participation and effective responses to citizen input in a professional, timely, and courteous manner. 

Capital Improvement Program

The Capital Improvement Program is intended to provide a short-to-medium range strategic guide for planning, building, maintaining and servicing capital projects, which encourages growth and development of our City over future years. A five-year time frame is utilized to provide a flexible, yet workable period for implementation of the goals of the City.

The development of a Capital Improvements Program is authorized by section 15.2-2239 of the Code of Virginia, as amended.
